CAE VICTOR - Virtual Incident Command for Training and Operations Research

CAE VICTOR is a complete constructive simulation solution for training multi-jurisdictional agencies, state and federal agencies in concert with military active-duty and reserve components. CAE VICTOR employs a simple yet powerful simulation engine. Thousands of autonomous units can be simulated on a single laptop or workstation, including asymmetric threats, weather obstacles, and urban populations.

CAE VICTOR allows participants to take advantage of doctrine-compliant intelligent automation and scenario realism for analytical studies, experimentation, and individual and team training. CAE VICTOR allows users to:

• Validate their all-hazards plans
• Reduce exercise costs
• Increase exercise frequency and readiness
• Enable a distributed, cross-border exercise capability

Scalable to large exercises

CAE VICTOR can be used to support small and large-scale exercises using doctrine-compliant intelligent automation to enhance exercise realism and to reduce the need for the number of humans in the loop required to control the movements and behaviors of computer generated forces (CGF). This automation allows human controllers to focus on their roles within the exercise rather than moving assets on the computer screen.

Integrated dynamic artificial intelligence

CAE VICTOR integrates a cutting-edge computer generated force with a dynamic artificial intelligence developed by MASA Group. The CAE VICTOR solution allows users to take advantage of such automation to create a scenario-driven environment for analysis, experimentation, and individual and team training.

Key features

• A web-enabled or standalone simulation environment for distributed analysis and training
• Scalable to support any size of exercise
• Built-in scenario management and after action review tools
• Cutting-edge computer generated forces supported by a dynamic artificial intelligence engine
• Supports thousands of autonomous units, reducing the need for exercise support staff
• Models natural hazards such as forest fires, floods, and earthquakes, as well as asymmetric threats including militia,
   terrorists, and refugees
• Supports multiple terrain formats

CAE has partnered with MASA Group USA to create the Virtual Incident Command for Training and Operations Research (VICTOR), a constructive simulation that is capable of supporting full spectrum operations.
