Professional sporting events, political conventions, and community festivals are examples of major events that require planning and a concerted effort from multiple response organizations to ensure the safety and security of participants and the public.
Multi-agency collaboration poses many challenges as private and public organizations try to integrate strategies for major event planning, security, and response. Issues, such as interoperability, jurisdictional responsibilities, and information sharing, play significant roles in the effectiveness of operations.
The EM-Sim approach
CAE offers a structured approach to multi-agency collaboration. Our Capability Engineering and Design Approach (CEDA) framework is used to analyze the roles, responsibilities, operational jurisdictions, and strategies of each agency involved. The application of a simulation environment allows organizations to conduct scenario-based exercises for planning, analysis, and training and provides an effective tool for real-time decision support.
Organizations are able to train independently and jointly using the simulation. Integrated within their command environment, scenario-based simulation exercises allow commanders to plan and train using the tools they use on a daily basis. The common operating environment, supported by simulation, can be shared across command centres for distributed planning, training, and operations.
