David Perkins joined CAE’s board in 2020. A retired United States Army four-star general and a veteran, with extensive knowledge of the Defense industry, he most recently held the title of Commander of the United States Army Training and Doctrine Command (TRADOC) from 2014 to 2018. He has also served as Commander, Combined Arms Center & Commandant, Command & General Staff College from 2011 to 2014 and Commander, 4th Infantry Division from 2009 to 2011. Mr. Perkins joined the army in 1980. He currently sits on the board of Oshkosh Corp.
Experience, Qualifications, Attributes, and Skills
Mr. Perkins brings deep and unique defense and aerospace industry knowledge developed while serving for over 40 years in the U.S. Army, as well as extensive management and strategic leadership experience leading one of the most complex and largest organizations in the world. Under his leadership, TRADOC developed the Army’s strategic concept of Multi-Domain Operations which has become a driver for future changes in operations and training, not only in the U.S. Military, but around the world. Mr. Perkins also brings extensive human resources and compensation experience, based on running a recruiting organization that recruited and hired over 120,000 personnel annually and was then responsible for developing and implementing a talent management and leader development strategy for over 1.2 million personnel. Mr. Perkins also brings government relations expertise developed while commanding TRADOC, which is responsible for designing, acquiring, building, and constantly improving the entire U.S. Army in accordance with all policies and laws both in the U.S. and internationally. He holds a Bachelor of Science from West Point, and a Master of Science in Mechanical Engineering from the University of Michigan. Mr. Perkins also holds a Masters in National Security and Strategic Studies from the U.S. Naval War College.
